Hello, Heiko,
Thank you for using Telerik Document Processing libraries and for your genuine interest in the PdfProcessing library. It means a lot to us. Since this functionality is not included in the current planning iteration, if it is a blocker for your development process, it is possible to build your own implementation.
Telerik clients have access to the source code of the Telerik Document Processing libraries. It is accessible trough the Downloads section:
You can select for example UI for WPF and navigate to the bottom of the page where you can find the source code for the WPF product itself and for the DPL product (Document Processing Libraries)
Thus, you can have a closer look into the exact implementation of the Basic level and what implementation is included. If you decide, it is possible to extend the implementation according to your needs and include other levels as well. However, please have in mind that we do not provide technical support for any source code that has been modified by any party other than us. The source code's modification is also mentioned in the End-User License Agreement, section 3.7. Source Code.
I would like to mention that there are cases in which a client may implement a certain functionality and then contributes to the product itself. If you decide to share the implementation for the Comfort and Extended levels for the ZUGFeRD invoices with us, the suggested changes may be included as a part of the official DPL source code. We will make a solid review to ensure that the functionality is accurate and it is compliant with the quality standards our company follows.
Such clients may also be rewarded with relevant amount ofTelerik points according to the complexity of their contribution.
Should you have further questions please let me know.

thanks for the response. When I take a look at the source code the "BASIC" profile is hardcoded (internal static class ZugferdConstants). It should take 15 minutes to change this from a constant to an enum that includes all 4 or 5 conformance levels and add a function with this enum as a parameter. If I had the source code I would do it myself!

Hi, Heiko,
Thank you for reaching out. I understand how this feature can be important to you and would like to apologize for any inconvenience or setbacks their absence might be causing you. As a company, we are constantly trying to improve and keep our standards high and consistent so any form of feedback is always welcome and does not go unnoticed.
We have a system that prioritizes the logged-in tasks in our Feedback Portal by taking into consideration various factors like demand, complexity, capacity, etc. We are doing everything in our power to answer customer requests and needs by resolving these tasks as fast as possible, but some receive less attention than others, which is why they can sometimes be delayed, just like this.
I can suggest you to cast your vote for them in order to increase their priority in our backlog and to make sure you are keeping track of it by subscribing if you haven't already.

Adding at least "Comfort" Level is an absolute MUST HAVE! BASIC is not compliant with EN 16931 so everyone in Europe has to use at least level Comfort!
