2023 R1: Loading a document results in " Unexpected value = 100.0%"

I can't share the document publicly.

The document opens fine in Word.

Hello,

This item will be available in R1 2023 SP1 Release. 

It is also available with Telerik UI for WPF's latest internal build - LIB 2023.1.220 (20 Feb 2023) if you need it earlier.

I can see that you have unlimited tickets. Would it be possible to open a new support ticket and attach the file there? The support tickets are private and only the support staff will be able to see the file.

Patching the value does not work either because the FractionalValueConverter parses according to the *current* culture instead of Invariant - causing "1.0" to parse to "10" in NL-nl.

This library is broken in multiple places.

I suspect this happens due to:

<v:fill color="#E9F5DB" opacity="100.0%" type="solid"/> in header1.xml inside <w:pict>
