PdfProcessing: PdfStreamWriter: Incorrect file is produced when merging a stream more than 40 times

An incorrect file is produced when merging a stream more than 40 times.

Workaround: A possible workaround could be to merge up to 40 times in one file, then continue merging in a new one, and finally merge the newly generated documents.

From my findings, the PDF file is unable to open and view by all PDF Viewers. Some viewers are able to view the last 40 times merging result but the result before the last 40 times are displayed as blank page. Some viewers will display the error to indicated that it cannot display the page correctly. However, some viewers can display the file properly without issue. I think it is the issue of the file structure of the PDF file.
