PdfProcessing: Documents are exported with wrong creation and modification dates

When documents are exported to PDF, the creation date and modification date are not expected, or, when the time zone is with negative offset, the documents are invalid (detected by validation tools).

Fixed in LIB Version 2018.3.1217.

If anyone out there is looking for a solution for generating PDF/A compliant pdfs until this issue is resolved, we've had luck with https://www.datalogics.com/products/pdftools/pdf-optimizer/. This is a command line utility and there's also a full on SDK at https://www.datalogics.com/products/pdf/pdflibrary/. As I understand it, Adobe has partnered with DataLogics to provide these. There's a free trial for each, but they do require licensing.
