RichTextBox: Allow dragging text selection outside of the control and dropping text inside the control

Currently, you can drag text selection in order to move it within the document.

Add support for dragging text outside of the RadRichTextBox control, thus allowing it to be dropped in a text editor that supports text drop (Word, Notepad and others).

Also, allow dropping text from external source if the DataFormat of the drag/drop action is Text or one of the other supported text data formats in Windows.

In the StyleFormattingPropertiesDialog, the value of the property FontSize is displayed incorrectly

If FontSize is not explicitly set in the style, the value displayed in the StyleFormattingPropertiesDialog is 16, which is from the const DocumentDefaultSettings.DEFAULT_FONT_SIZE.

But when rendering document, the actural font size is from the StyleDefinition "defaultDocumentStyle".

So if the FontSize in the StyleDefinition "defaultDocumentStyle" is set to a value other than 16 (I set it to a value of 12 in the attached document), the FontSize displayed in the StyleFormattingPropertiesDialog is incorrect.

The table preferred width value set to Auto or in percents is ignored and is always exported with fixed value.

Steps to reproduce:
Create a table with two columns in RadRichTextBox.
Set the table preferred width to auto.
Set the table cell preferred width for both columns to 50%.
Export to Docx format.

Observed result: the table has preferred width as fixed value 6.62 inches. The columns have the correct width.
Expected result: the table preferred width to be auto.

Crash in PasteOptionsPopup (null ref exception in LayoutElement.SetParent)

Working with PasteOptionsPopup may cause an exception in LayoutElement.SetParent. Very difficult to reproduce, having no consistent steps. Maybe it is related to undo of paste command, but there are no other clues aside from this.

Multi-byte Unicode characters can be represented as multiple ANSI characters in the form \'xx, for example:
\'89\'ce can represent the character 火 if multi-byte encoding should be used. Using multi-byte encoding could be set explicitly using the \ucN tag, or implicitly using the \fcharset for the current font (e.g. \fcharset134 is double-byte).

When such text is imported (commonly CJK text [Chinese, Korean, Japanese] the characters are imported incorrectly (as two '?' or as two different characters for each character)

Such RTF documents are produced from Office 2010 (Word, Outlook), WordPad - on saving or on copying content from the applications.

Such behavior is observed when copying text from WPS Writer (version 11.2.0.10132) Part of WPS Office.
