I've discovered the security bug which is Bypassing UAC in Fiddler Software . any reward or acknowledgement in bug report program ?

No, you haven't bypassed user-account control here.

You launched Fiddler at Administrator, then you noticed that the applications that it launched were also run as Administrator. This is working-as-designed, and behaves identically to almost every other Windows application (because this is how we designed UAC to behave here at Microsoft).
