This is, alas, a bug in Windows with no easy fix; see https://connect.microsoft.com/IE/feedback/details/838086/internet-explorer-10-11-wininet-api-drops-proxy-change-events-during-system-shutdown (https://connect.microsoft.com/IE/feedback/details/838086/internet-explorer-10-11-wininet-api-drops-proxy-change-events-during-system-shutdown ) and https://blogs.msdn.microsoft.com/ieinternals/2013/10/11/understanding-web-proxy-configuration/
