Currently, AutoResponder rule promotion / demotion with many rules can be a slow process.

For example, if you have 600 AutoResponder rules and want to promote rule #599 to be rule #1, it takes several minutes of holding down the "+" sign to get the rules moves from the bottom to the top.

One possible solution would be to add a drag and drop handler in the AutoResponder list to allow rule movement (can't think of any implications)
