Indicate in UI if setting change requires Fiddler restart
The notice: "Note: Changes may not take effect until Fiddler is restarted" is somewhat helpful, but what would be more helpful is if Fiddler asked you to restart or there was a "restart needed" indicator somewhere when a setting required it.

The trick here is that there are settings which may require a restart (depending on what you've done elsewhere in the settings or in this debugging session) but may not. Trying to track whether a restart is truly required would be very complex.
