This scenario is reproducible in Windows 11. When the application starts, the RadOverlay is started in the load event handler. As soon as RadOverlay is stopped, the Form is moved back under other open windows.

A possible workaround here is to set the TopMost property of the Form which hosted the RadOverlay control to true.
