Clearing the value with the Signature "clear" button does not trigger the widget's change event.

Reproduction of the problem

Run the following Dojo example: https://dojo.telerik.com/KhlVWvam

1. Draw something in the Signature
2. Click on the "clear" button

Expected

The change event fires.

Actual

The change event does not fire.
