PdfViewer: Handle documents containing invalid cross-reference table start index

You could repair the invalid file using the project from the attachment.

I also think that this should be fixed in the Telerik library itself not by additional application code, because all PDF Viewers known to me (Adobe Reader, Chrome, Edge, Firefox, pdfjs, ...) have no issues displaying these PDFs.

This works. Please vote for this to be included as an enhancement to the PDF Processing library itself which be easier to use as a separate fix method or modify formatProviderPdf.Import to handle these problem PDF files.
