The XAML team has recently reviewed this feature request and will not be addressing it.

We would have expected support for Smooth Streaming in its current iteration. This should be very high on the priority list.

This is the one of the best thing in SilverLight. So it would be nice, 
if RadMediaPlayer will reflect the goals of media enchancement of the silverlight techonogy.
At this moment i have to use expression encoder 3...
