PivotGrid: Resize columns at runtime

Users want to be able to resize columns of RadPivotGrid at runtime, similar to RadGridView.

This feature is available with our latest official version - R1 2019.

We also need this feature.  If the row labels are too long, then the meaningful aggregated column values disappear to the right.  The user should be able to resize the left-hand column to bring back into line
