RibbonView: Right Alt key should also activate the Key Tips
Currently only the Left Key activates the key tips.

Please ensure that if Right ALT functionality is added that it does not conflict with the ability to use right ALT key for entering language characters.
We previously used the MS ribbon and our users reported that there was no way to enter french character
