Feature Description: I would like to propose the addition of Up/Down arrow key navigation to the TimeDurationPicker, enabling users to increase or decrease the time value efficiently. This functionality is already well-implemented in the NumericTextBox widget, as demonstrated in the Keyboard Navigation in jQuery NumericTextBox Widget Demo.

Specific Requirements:

• The key feature is the ability to configure the increment/decrement step size based on the cursor's position within the input field.
• For example, when adjusting minutes, users might prefer to change the value in 15-minute increments. Conversely, when adjusting hours, a single-hour step might be more appropriate.
• This customizable step functionality is akin to the 'step' feature in the NumericTextBox (NumericTextBox Step Functionality), but with the added flexibility to vary the step size based on the part of the time being adjusted (hours, minutes, etc.).

Rationale: This enhancement would significantly improve user experience by providing a more intuitive and efficient way to interact with the TimeDurationPicker.

I believe this feature would be a valuable addition to the KendoUI suite and would be appreciated by many users who rely on the TimeDurationPicker for time-sensitive applications.

In the TimeDurationPicker, if the columns format is configured as ##, when the user types a value - the result will be incorrect.
