When the Log in button is pressed, Progress Control Panel shows "Login timeout. Please try again." error message immediately after the browser is launched.
I am sorry to hear that the provided fixes does not resolve the problem on your side. The fixes target standard Windows accounts (not administrators). This, however seems not to be in your case because the UAC credential prompt is never shown.
We work on an alternative login approach which will be launched in the next release. Until then, you can use the MSI installation packages available in your downloads page as an alternative approach for products installations and upgrades.
Please, let me know if that solution works on your side.
I've just downloaded the latest version, and am getting the same problem. I never saw the UAC credential program.

Hi Ryan,
On a standard Windows account (not an administrator) when Progress Control Panel is launched, UAC credential prompt is shown. We identified that in this case, when credentials are provided and the Progress Control Panel Log in button is clicked, the default web browser for the current user is not launched. After a while, "Login timeout. Please try again." error is shown.
Currently, our development team is working in order to deliver a fix for that exact scenario in 2024 Q1 (28.02.2024) release.
