When using Crystal or CrystalDark themes, the resize cursor is not showing to widen/shrink the columns:

The possible solution that I can suggest is to reset the Margin/Padding applied in the CrystalDark theme:
I have attached the modified theme. You can load the file in your project and apply it to the entire application: https://docs.telerik.com/devtools/winforms/styling-and-appearance/using-custom-themes
Please give it a try and see how it works on your end.
