Start up page not displaying properly
The recorder's start page isn't displaying properly when the browser's less than about 1000 px--the message and arrows are lost.

Manifests in IE, Chrome, & FF.

Refer to the screenshot attached internally.

Telerik: we are implementing a new recording startup experience and will get rid of this starting page, so consider this issue obsolete in our next 2016 R3 release planned by the end of Sep 2016.
