Manual test steps are randomly changing order after being saved

Manual test steps are randomly changing order after being saved 

- Test was built and saved on a Friday
- On Monday when test Studio was opened, the steps were no longer in the original order
- The steps had to manually be moved back and saved again
- Several steps were dragged and dropped before the initial save

Hello,

We recently got a solid repro reported so devs managed to isolate and address the issue. That could be the same problem described here.
