I think you're requesting that Chrome's UI be translated into Hebrew, is that correct? Or is there some other problem?

Fiddler UI is currently only available in English, and this doesn't seem terribly likely to change in the future (even Chrome's Developer Tools are English only, and Google is a much larger organization).
