For the time being you can utilize the Kendo UI charting scripts (http://demos.telerik.com/kendo-ui/bullet-charts/index) and API that RadHtmlChart use, in order to render a bullet chart:

It would be great to be able to specify more layout properties via the data bound data. For example, if we could bind a property in the data to a series type we could generate different series on the fly.

This is important to me as I want to make the page as responsive as possible, so all charts load on demand - but as the data is generated in an asynchronous fashion, I'm not able to predetermine how many series I can create.

String data source fields in the RadHtmlChart that contain only numeric characters should not be parsed to decimal. Also when such a string starts with the 0 character, it is omitted. For example the "0" item in the legend is not displayed with the example below:

Currently the default pivot point for rotating the labels on the XAxis is the center of the label itself. Add the ability to change the pivot point to be the first symbol of the label.

Currently the appearance of the Series border cannot be controlled. Add the ability to change its width, color and dashtype.

Currently the datasource columns which have space in their name cannot be passed to a databound RadHtmlChart. Add the ability to handle the spaces in the names of these columns.

Currently a long legend in RadHtmlChart overflows the PlotArea under IE, while in the rest browsers it is cut. The workaround is to hide the legend and create a custom one in a styled div (e.g. KendoUI demonstrates such an example here - http://demos.kendoui.com/dataviz/bubble-charts/index.html)

The OnClientPlotAreaClicked event could be similar to the OnClientSeriesClicked event. It might be used for charts which are very small in size and clicking an individual series is not so easy. For the time being the following workaround can be used:

Currently MinValue and MaxValue properties of the Axes accepts only decimal, so that when the axes are of date type, Min and Max dates cannot be set.

The workaround is to obtain the min and max values from the datasource field used for populating XAxis labels and set these values explicitly to the XAxis through the chartObject. For example:

Currently there is some space between the PlotArea and the starting/ending points of the LineSeries in RadHtmlChart.
To changethat behavior, so that it is similar to the one in AreaSeries  the justified property (https://docs.telerik.com/kendo-ui/api/javascript/dataviz/ui/chart/configuration/categoryaxis.justified) can be set through the underlying Kendo Chart widget:

A JS error is thrown when a RadHtmlChart is databound and there are series items with null values that correspond to DateTime values on the XAxis. 

The issue could be handled in the following way:
Check if there is a series item's value that is null and if this is the case then do not add it to the datasource

When you do a stacked HTMLChart (e.g. columns), the legend appears in the opposite order to the data series being stacked, which looks very unprofessional.
