action settext needs to invoke onchange instead oninput for Internet Explorer when detecting angular
In the ArtOfTest.WebAii.Core.Actions class the SetText method checks for the CssClassAttributeValue to contain "ng-" and if it does then it invokes OnInput. This does not work in IE and needs to instead invoke OnChange when the browser type is Internet Explorer.
