The RunsAgainst property doesn't work for a 'Handle Dialog' step.

If you set the RunsAgainst property of a 'Handle Dialog' step to a browser different than IE and run the test in IE, Test Studio still handles the dialog but the step is marked as 'NotRun'.

To reproduce:
Sample test is attached to the internal bug description.
