ADD the ability to use RadAsyncUpload if you answer NO when it asks you to updated plug-in version- then it should simply disable Silverlight and fail over to another upload method

I really think you should reconsider this. Quite frankly the current functionality is broken. To make it work requires that either the end-user disable the silverlight plug-in - something that they prolly don't know _how_ to do, much less want to do - or that the dev add the same fix to every page that used this control
